With reference to your letter of the

12th December addressed to His Excellency the Governor and to the interview which you subsequently had with His Excellency on 19th December, I am directed to inform

you that His Excellency has been authorized by His

Majesty's Government to recognize you as Manager of Chinese Telegraph Office in Hong Kong in lieu of the present manager, Mr. Lau Cheuk-pan, upon the distinct understanding that as soon as you assume office you

will at once turn over control of it to the Eastern

Extension Telegraph Company as agents in Hong Kong for the Chinese Ministry of Communications. I shall be

glad to know that you agree to assume office upon this understanding.
